Industry Analysis
Policymakers at the federal and state government levels have relied on IIC, Inc.'s expertise in various areas including energy, antitrust, and industry analysis to proscribe new policy and to evaluate existing policy. Most recently, IIC, Inc. has lent its expertise to a congressional subcommittee investigating energy pricing issues of the past two years to help determine whether structural or other changes might be required in the industry. We provided the committee with an understanding of the relevant industry, ascertained the type of data and documentary needs required to complete the investigation, and evaluated the information as it was provided to the committee. Expert Testimony and Litigation Support
IIC, Inc. has previously been engaged to determine possible damages arising from undervaluation of federal and Indian royalty oil. In a recent engagement, we provided an expert report and conclusions for the purpose of litigation. We examined thousands of crude oil and condensate transactions engaged in by oil companies during the late 1980s and 1990s. Upon completion of our review, we constructed a transaction database to assess the fair market value and possible underpayments pertaining to federal and Indian royalty oil. Utilizing our extensive knowledge of the domestic petroleum industry and our expertise in managing large, transactional databases, we provided our client with a comprehensive written report detailing the results of our analyses. In addition to providing our client with a summary of issues regarding liability, we included our determination of the true fair market value of the crude oil at issue. At the request of our client, we performed an exhaustive critique and analysis of other industry experts' conclusions regarding the fair market value of the crude oil and condensate, including their determination of possible damages. Analysis of Tax Issues and Valuation Studies
Valuation of intangible assets can be a complex aspect of determining the value of a corporation. IIC, Inc. valued the intangible assets associated with a large financial services company. We performed an in-depth investigation into the reasonableness of previously determined values and offered our own alternative analysis and results. In particular, we developed a complex, comprehensive computer model to measure the value of these intangible assets. The model incorporated knowledge and inputs regarding the discounting of future cash flows associated with intangible assets, including risk determination and lifing analyses. The culmination of this project was a detailed and extensive report addressing both the theoretical and quantitative aspects of valuing intangible assets associated with a financial services group. This report formed the basis for successful mediation of the issues where IIC, Inc. participated along with both parties to the dispute. Regulatory Analysis
Regulation of oil and natural gas pipelines falls under the aegis of the Federal Regulatory Commission (FERC) and although deregulation has simplified rate-making to some extent, many rates and proposed rate increases are still justified based on traditional rate-making cost of service analysis. IIC, Inc. provides expert economic and financial analysis of pipeline rate-making methodologies, cost of service analysis, and evaluates the justification for market-based rates. Recently, IIC, Inc. has been instrumental in obtaining highly favorable settlements for several shippers involved in various rate proceedings before FERC by demonstrating that the rates being charged were unjust and unreasonable. IIC, Inc. has provided in-depth analysis of cost of service filings and associated cost allocation models, as well as detailed knowledge and understanding of the financial theory underlying these models. Municipal Consulting
When a city or town begins the process to set its budgets for the upcoming years, one of the key determinants of the educational budget is an informed projection about student enrollment. IIC, Inc. has developed an enrollment model for projecting the likely enrollment of a school district using historic data and current information regarding number of births, number of housing starts, and general population trends. Using a survival-cohort method, the model predicts numbers of students based upon how many students have historically arrived at each grade level. In one case, the model was used to predict the number of students who would be enrolled in special education and bilingual classrooms as well, while recognizing the greater volatility within these populations. IIC, Inc. has then documented its findings in a report and presentation to the municipality, and these enrollment projections have become an important tool to build budgets for future years. Management Consulting
New technologies can have a significant impact on how companies conduct their business, and can affect the ability of small firms to compete with larger firms in beneficial or negative ways, depending upon the technology and the industry. For the U.S. Small Business Administration, IIC, Inc. conducted an extensive study of the impacts of electronic data interchange (EDI) technology on small business. The firm first developed a typology of EDI and developed an analytical framework for assessing the effects of EDI. The study involved extensive surveys and interviews with sample industries (including consumer mortgage, health care, retail, federal procurement) and highlighted areas of innovative use of EDI by small firms. IIC, Inc. chronicled how EDI was having differential impacts on large and small organizations' ability to compete and do business. The final report recommended various ways in which the U.S. Small Business Administration may facilitate the successful adoption of EDI technology by small firms so that they may better compete with large users of EDI.
